    any IP address starting with 192 is a class C network. Classfull network is /24. Anything less than /24 i.e.. /20 is a subpernet not a subnet.

    everything make sense thanks I just was confused how come in the last 2 whenever you say the third octet on the first one you used 85 and last problem you say third octet and your using 16 ? I was lost there can you please explain.

      With CIDR /24, if we use decimal number subtraction as explained in this video, we get broadcast last octet as 0, which gives 0 usable IPs, which is not correct. So, solution is, In network IP address calculation, we should read -1 as "one network ID before", so “One Network ID before 0” is equal to 255. If observe this video, in evaluating last IP address, JoshuaButcher himself says the line "one network ID before" not "-1" You can notice JoshuaButcher following above logic in evaluating first 2 IP addresses.
